i would call a painter. it is not a hard job, just messy. you might want to hire a day ladorer to save some money.
Actually, I've seen on design shows that you can do this yourself. They used a spray bottle to wet the ceiling, then scraped it off with a little scraper tool (sorry for the lack of better term!) The popcorn stuff easily came off with the spray bottle, and all they had to do was let it dry and then painted it. Might be a pain in the butt, but you could save some money!

Do it yourself. Steps:

Cover everthing in the room with plastic.
Fix yourself a stiff drink.
Get naked except for a shower cap to keep the crap out of your hair.
Have a drink.
Wet a section of ceiling with spray bottle of water.
Have another drink.
Scrape wet ceiling with wide blade putty knife.
Reward yourself with a drink after each section.
Repeat until finished or inebriated whichever comes first.
Have a shower and go to bed.
Clean up the mess tomorrow.
