I suggest that you begin with advertising. Since you're just starting out, I would imagine you are on somewhat of a budget. But believe it or not, advertising doesn't have to cost an arm and a leg... Most newspapers will sell you a small box ad in the classifieds that "stands out" and runs daily for an extended period of time (weeks, months, or whatever you want). They're much more affordable than large display ads that only run once or twice and then stop. It would be placed in the classified section under whatever category fits best ("home improvement," for example).

Also, many papers put out special sections once a year that deal strictly with home improvement, often called the "Fall Fix Up" or something like that. Maybe you could splurge on a nice, big ad for this once-a-year publication.

And don't forget to advertise in your local Real Estate guides, too. Many potential customers will be looking to paint when selling or buying property. These publications aren't printed daily and so it probably would not break the bank to place a small ad in them once in awhile.

Speaking of real estate, get some professional business cards printed and take several to all the real estate agencies in your area. And make sure you stop in and meet some of the agents and make some connections. That way, when a client mentions they need to hire a professional painter, their agent will know exactly who to refer them to.

Finally, I would suggest renting a booth at home improvement expos or home shows in your area. We have them around here quite often, so I'm sure they're all over the place. You could show "before and after" pictures of your work, hand out cards and brochures, and maybe even offer a first-customer-discount to people who stop by your booth for information. Again, don't underestimate the power of making professional connections. Walk around and meet other contractors and exchange business cards with them. You never know ... maybe the cabinet-maker who installs a new kitchen next week will be asked to refer a good painter!

By spending just a little bit on advertising, you will attract new customers. Do good work and charge a fair price and those customers will tell others about you, which will attract EVEN MORE new customers. Before you know it, you'll have to hire a couple of assistants to cover all the jobs you get!
