Bleach, you should use mildew resistant paint in the bathroom.
Bleach and water.
diluted bleach left overnight should get rid of mildew.
First you need an abrasive like Ajax or Comet, then you need to use "Kills" oil based primer to lock any remaining mildew in and prevent it from ever coming through again.

Hi: Hope you've already found the source of the mildew causing moisture. This is imperative no matter what method you use. Is there a leak in the roof, vent, etc.? Is excessive moisture hanging around after showering due to lack of an exhaust fan or window to vent it out? Is your room dark? A small oscillating fan will help if nothing else available.
Beware if you have a popcorn/textured ceiling be sure you don't over-wet it with the dilute bleach water. Ventilate the area during process & dry 24 hours or so. It may need to be done a second time (hope not). There is a brand called Kilz in the paint department to use as a primer (white) that helps covers stains & even comes in a spray can that works on ceilings.
If you intend to paint the ceiling anyway; there is a mildew fighting agent that can be added to a can of paint for help with prevention.
Good luck.
you can buy a heavy paint to cover it, but if ya want to get rid of it...ya gotta replace it! when replacing it, if the area does not come in direct contact with water use "green board" drywall, and if its above the shower/tub you want to use "concrete"board (you apply it, and cut it the same as reg drywall).
Okay first of all you can not just paint over it, you will have to remove the mildew and then prime and paint. To get rid of the mildew temporarily you can use bleach and water. What you should use is Mildew Check which you can find at Lowe's by the deck stain removers. You can use it on interior walls so don't be alarmed by where it is located. Bleach and water will get rid of visible mildew. You want to get rid of the mildew and its spores-that way you don't have this problem down the road. Now I normally do not like Kilz but in this case I would use the oil based Kilz on your ceiling. Keep in mind that if you have latex paint on your ceiling that oil based paint does not adhere latex. (But you can put latex on top of anything else.) As for the paint you choose, make sure it is 100% acrylic, mildew proof, and you will need a satin, semigloss, or gloss paint to prevent this from occurring again. Good luck!
