Well according to the national frost depth charts north east New York has an average frost depth of 48". That being said you need to go at least 6" deeper than that to be safe make it 54".
The deeper the better. My bigger concern is how to keep them from freezing once in the garage. Check with a local plumber to get some good advice.
It depends where you live. 36 inches is safe for most places in the continental US. Call the local building department and ask what the code is. They may ask for your permit number but you can say you are gettings estimates for the work and want to know what is required. I have a class A builders license in Va
Check with your city's zoning codes. if you are going to dig you have to notify the city, there may be underground pipes that you need to know about before you dig.
24 inch at least the hot line should be double insulted as you will lose heat another way is to put a small tank less water heater under your sink and all you will have to do is just run a cold line be sure and install cut off valve in line
id worry about the lines in your garage wall freezing up. hope your garage is heated and that you put good insulation in your garage wall. but yeah check with your city because all frost depths are different, depending on where you live. if i werent too lazy id check to see what the code is for minnesota in my code book...hehe
I live in MN and the frost here pushes 4 feet. You should be below your frost line. Once you have dug your trench and set your pipes, put some 2" pink foam over the top and back fill. This foam will help to keep the frost from going past and freezing the pipes. Once in the garage, insulate all pipes that are on an outside wall.
