There are multiple factors you will want to consider
1) what is the purpose(s) - is it to give you privacy, ie block people from looking in the window, or do you want to cut down on sunlight coming in? Are you thinking of them for purely decorative purposes?
2) What does the window look like, how big is it? Is it high on the wall or is it a big picture window? You won't want to overwhelm a small window with multi layers of window treatments?
3) What style and color is the decor of the room? You'll want the curtains to fit in with your existing decor when choosing if you want just shears, drapes, what color or pattern, how ornate they are, do they have trim on them?
4)Does the window have any unusual issues, do you want it to appear bigger than it is? You can hang the curtain rod higher than the window to trick the eye to thinking the window itself is bigger. You can extend the curtain rod to both sides and make it appear the window is wider.
