We used a razor blade on a longer sitck scraper they sell them at home depot. Just scrape it off! Good Luck It takes forever!

I've always used a torch to soften it and then scrape it with a 3 or 4" putty knife. Be careful with the torch, a helper would be good to help in case of trouble.
Home Depot carries tile products from Tile Lab that should help. The products consists of tile cleaners and the sort of thing your looking for and it's inexpensive.
A product called OOPS is great for this type of problem - almost anything, actually. It will also take stuff off of carpet.
