First, sand the surface to rough it up a little, this makes it easier for the paint and primer to adhere. Then I would use a good solid primer, something along the line of KILZ, good brand that you can find in most hardware stores. After using the primer, then go ahead and use the paint of choice. You may need to use more then one coat of primer and paint though. Good Luck.
