Do it yourself photo plates?

Question:i am wondering if anyone knows how and what to use to create those photo plates and what type of adhesive to hold the picture on and also what type of material for a background . step by step and pic would be great

Here is how I did it. I made a template of the plate out of brown craft paper. The plates I used all had rims and an indented center so that the rim became the frame for the picture. I carefully cut the photo using the template and a very sharp exacto knife (a craft knife will also work). I mounted the photos to the plate using 3M Super70 spray adhesive. Then I used gimp, decorative ribbon and on one mop fringe around the the photo to hide the edges.
