Yes, you can. The questions to ask include: how well is the old wallpaper sticking to the wall? If it is really solid, no seams showing signs of splitting, you're probably okay to put up new. Another : Is the old paper at all textured? If so it may show through the new paper. next: what is the old paper made of? If it has vinyl in it, you'll need special glue.
I hate stripping wallpaper, but wanted my new room to be clean of the problems from the old one. So I rented the steamer, and one square foot at a time the old came off. Then I primed the wall after filling in any slight dents or "oops". And I love my new room. No sign of that old awful paper.

Yes very easily, try and start in a place where your first seams will line up and then they won't show through also if you have any bubbles in the old get rid of them but really its easy
Yes. They have a product like a wallpaper backing that goes on horizontal. This flattens out the previous vertical seams and also hides the color and fabric, which might show through with a thinner new wall covering. Also stripping wallpaper might be exstensive. they might not be able to get the previous stuff off without damaging the drywall underneath. That then would need to be patched
You can but I wouldn't recommend it solely because it may create a mess and waste a lot of paper.I once tried it and what happened is the bottom layer became loose and no way in hell could I lay it flat again. I ended up renting a wall paper removing steam machine and starting from scratch.
