Is wallpaper border out of style? If not, where is the best place to hang it, top of wall or in the middle?

Wallpaper borders are NOT out of style. Most people don't take the time to use them or don't know how, etc... I have had many compliments on my borders that had other colors of the room blended into that one strip around top of room. Most of the people stated, "I wish I thought of that."
Top of wall near ceiling if is 8' or normal height wall to ceiling.
I found pre-pasted don't stick as well without extra help of the added mixed paste or I used wallpaper border glue/paste in a premixed bottle with an applicator. Upper part towards ceiling is where heat travels & paper may come loose if not solid at the start. I also prefer the vinyl - - can wash if dirty. It is easier putting up with 2 people; one handing it to you & you on ladder putting it up.
10' ceilings has had success with last 2' of wall and ceiling as same color (that is old fashioned) or a wide border 2' prior to ceiling - - need a measured line first to do this.
wallpaper borders arent popular, but you can still put them up. i would suggest near the top of the wall, with like a foot of wall before the ceiling.

I don't think it will ever go out of style, depends on what room you put it in a kitchen you can go either and it looks great in a bedroom I'd put it a the top.
Sorry, but I think it is out of style. I know when I was looking at homes to purchase recently, when I saw borders or wallpaper in the home, I immediately thought of how much work it would take to remove it.
If you are planning to stay in your home, and YOU like borders or wallpaper, then certainly it is your choice. However, if you plan to resale any time in the near future, you might want to reconsider.
