Will it hurt if i put wall border over border that is already there?

No, it's possible, but I wouldn't recommend it. The new border will only adhere as good as the one underneath it, and it will show any imperfections that were there to begin with. Also the wet adhesive on the back of the new border may soak through the old border and loosen it's adhesive from the wall. The new border should be the exact width as the old one or you will see the line of the old one coming through. I would suggest removing it by soaking it with "Dif" or any other wallpaper remover, then peel or scrape it away. Fabric softener such as Downey or Fleecy mixed with water will also work. Clean the wall after with vinegar and water, or "T.S.P" if there is a lot of glue left. Rinse well and prime the area with a wallpaper primer, then hang your border. The wallpaper primer not only helps the border stick better, but it seals the wall making removal easier and leaving less damage on the wall.

I don't think so but you should be able to take the old down with little trouble just in case. Just peal off old which will leave a paper backing. Then take a warm wet sponge or cloth and the backing should come off. After that just clean walls with water, let dry, and reapply new. If you put old over new it may look bulky and when you wet the new to apply it, it may cause old to turn loose from wall. To be on safe side, it may be to your best advantage to take it down. I am guessing the wall is painted behind border. If not then you'll have to put it on top. Hope this helps.
