I believe that they are for anything living including plants. Ventilation or remove the animals and plants so that they are not intoxicated or posioned by the fumes until it drys.

If it's bad for humans, its bad for a dog. They breath the same air we do.
It depends if the fumes are bothering you. If they are irritating you then the dog is most likely feeling the effects also.

Dogs have a much higher sensitivity to smells than humans do. Paint fumes especially (because they are chemicals), will harm both humans and pets, and the pets and children should be removed from the painted room until the paint is dry. If the room has a door and a window, then close the door to the room but leave the window wide open. This will keep the pets and children out, and allow the room to fully ventilate until its safe.
