Can i use a flat paint over a latex paint?

If you are painting flat over semi gloss, the semi gloss should be lightly sanded first. Other wise it doesn't matter cause they are both water based paint.
latex paints come in regular, flat and glossy . If it is a latex flat you can use it - without fear. If you aren't sure test it in an obscure location chances are you will be ok.
You can use latex (water-based) paint over oil based paint but not visa verse, oil based paint has a tendency of lifting the water based off.
