If you change the wallpaper go blue. Sandy rugs are nice. Add shells
If you are creative you could paint the room a light sky blue with clouds, and 2/3 of the way down add a horizon with water and waves. Maybe paint an old fence with sand dunes and grasses on one wall. The ceiling should also be light sky blue with or without the clouds. If not you may be able to find a mural or wall paper that has a suitable theme, or you can paint the walls either white or sky blue and put up pictures of beach scenes. Have a couple of shelves, and/or book case where she can display her shells, stones and sea glass, and pictures of her and her friends at the beach or elsewhere.
Maybe get a fishing net (you can find them in craft stores usually, and sometimes they already have shells attached).
See if you can find glass balls to hang in the windows.
There are also ready made, or kits, of two pieces of glass in a frame with different colors of sand in them.
A sandy colored rug, and a beach towel-like bed spread. You may have to actually make one, you can get terry cloth fabric. You can add a couple of beach chairs,
Paint her furniture white, put bowls of shells around, maybe a seagull or shell mobile. Light weight white curtains, with blinds or shades.
If there is a ceiling light in the center of the room, try one of those round (Chinese style) paper shades, in yellow (sun).
You could also get her a CD of just the sound of the ocean with sea gulls. And you can buy or make a sand tray (like a Zen garden) put sand in it, a couple of shells or rocks and a tiny rake so she can make different designs in the sand.
These are just a bunch of ideas to pick and choose from. Good luck, I hope she likes the finished product.
I almost forgot, you can sometimes find bookshelves shaped like or made from old wooden row boats.
A cape cod theme, wide blue and white stripes for the bedding, any color as long as the stripes are wide and with the white. A couple of wooden beach chairs. A "sandy" color carpet on the floor, sky blue for the walls with some white clouds dry brushed on. If youknow someone with painting talent, have them paint some beach chairs or umbrellas on the wall, something that can be covered if she grows out of the "beach" theme. Check brylanehome.com for the "cape" bedding, their prices can't be beat.
