Interior designers will focus on space planning and utilizing materials that enhance the function of the room. Aesthetic is always secondary to the overall function and use of the room. Also, interior designers have formal training in space planning. Space planning is one of the most important aspects of the room (it is included in the functionality of the room). Interior designers are going to have much more access to fine furnishings and materials. A major part of an interior design coursework is the use of textiles (fabrics and materials) and color. An interior designer is going to recommend the more quality paints and wallpapers. I personally endorse Valspar (Lowe's) and Benjamin Moore. But I know of other quality paints that I would use. Valspar and Benjamin have some of the most amazing colors.

Another thing that I think interior designers are more knowledgeable in is the use of color. Color is integral to the study of design. People that become good designers are the ones who come into college with a firm grasp on asethetic. Design can be taught, but asethethic cannot.

But a Decorator can make anything attractive. Even a flower vass, shoe, bags, etc...
An interior designer is involved more in the plannng, design and supervision of construction works for interiors. This includes specifying materials, light fittings, paint, furniture and other furnishings. A designer also does detailed drawings to guide the contractor (e.g the masons, carpenters, electrician, plumbers etc) to build and install various fittings.

An interior decorator mainly just spruces up the look of a space by changing the paint/ wallpaper, blinds, carpet, new furniture etc.
An interior designer can make some structural changes, prepares more elaborate drawings, deals more with contractors, and he/she are trained to do customized furniture and have more background in arts...
A decorator however is more specialized in making a space functional, beautiful, and safe, but not usually creating a space or altering it... for me, though, I love decorating more despite the minor differences...
