Colors are defined by what light they reflect, for example green things reflect only green light and absorb all other hues. Black absorbs all colors of light (this is why it's so hot in a black shirt in the summer). So, technically, since it doesn't reflect any colors of light it cannot be considered a color So, No.
Conversely, white reflects all colors of light and absorbs none, so it would be considered all colors in one.

When I was in art class (many years ago) I was told that black was not a color, it is a shade. Meaning that you add it into other colors to enhance them and so on. I never liked that explanation. I still think of it as a color :).

From a physics perspective black is not a color. Black is the absence of color. Color is light from radiation. We humans only see a part of the color spectrum. Areas such as infrared and ultraviolet are outside our range but most certainly exist. Additionally xrays etc are just different types of radiation.
this is a great topic of debate. the answer is yes and no and depends... artists and scientist will never agree. when you are talking pigment, like paint etc., some would say black is ALL the colors, some would argue it is simply a shade of grey (the darkest shade) however, when you are talking light, then black is the absence of all color (or light), and white is all the colors (or the full visible color spectrum) as in a rainbow displaying the actual colors of sunlight. when dealing with computer graphics, black has an RGB value of 0,0,0 (no red, no green, no blue)

If you ask a photographer the same question, you'll get an entirely different answer. But since we're talking about decorating, paint, pigments, etc., black is not a color, but the mixture of all colors. That is why is goes with ANY color. Don't believe me? Name a color that doesn't match black...

Using black and white with colors will change the shade of your color every time. Want a darker red, add some black. Want a lighter red, add some white.

This question has been pretty well covered, but here is my answer. Black is not defined as a "colour". Black is simply the absence of light. It has no reflective properties and has the effect of absorbing light. If you mix all colours on the colour wheel, you will not get black. Combining opposite colours will result in brown. Therefore combining all colours, which is essentually the entire gamut of all pairs of opposing colours, will create brown. Try it.
