Fabric Question?

You won't believe it but it's just plain old plastic. I swear! Go to a good party store and buy rolls of plastic table cloths. They come on a cardboard roll. They are easy to drape, come in a myriad of colors and don't fade.
You often see this in car dealerships.

It is definitely NOT tulle. Hard to say, but as it has a really good drape to it, I would say it is simply some sort of synthetic knit. It could be organza, but I think that would be rather expensive in that vast quantity.
It looks gorgeous! I think it might be similar to a fabric I used last week to make a costume for my daughter. I bought some silky lining to make her a dress last year and never used it - it was cheap but really fine and silky - the fabric stores have it in a multitude of colors. It would hold the shape nicely like that, but be thicker and more color choices than tuille or netting.
You know what - you could find the name of the place and ring them and say something like "oh, I was interested in holding a reception there after seeing a photo from a friend and saw the ceiling , so beautiful. blah blah and innocently ask "what type of fabric do you use to make it drape in such a lovely way" blah blah - you can catch more flies with honey than vinegar!
