Basement ceiling big duct work plastic pipe be punched, what is that pipe, how to fix?

Question:Basement ceiling pipe be punched. Pipe is coil wire w soft plastic, wrap with heavy insulation, on top of insulation is another plastic. I turn on or off the main switch, it didn't make a different.

What is the pipe, how to turn off the water resource and how to fix it? I need step by step instruction, thanks.
