Towels for the bathroom, a welcome mat for the front door, a plant, a framed picture of all of you together, dish towels and accessories for the kitchen or go with something she loves to decorate with. For example I love dragonflys and my mom got me this really cool wind chime to hang. I just bought my first house and moved about a month ago. I would fix a basket with towels, wash clothes, scented soaps and candles for their bathroom.
you could do a little meal basket with specialized ingredients or a new cookbooks with a pretty bowl and a new mixing spoon.

Assuming this isn't her first apartment, she probably already has the basics of a home. Try something consumable, such as a gift certificate to a grocery store (buying food when you move is very expensive, so any little bit will help!) or perhaps a laundry hamper filled with stuff like laundry detergent, toilet tissue, dish detergent, cleaning products, and that sort of thing.
