Stick to a neutral baby color such as green or (my favorite) yellow. Decorate using white as your accent, one part of the room with white baby accents the other part with, for example, pictures with white frames or a mirror. It depends on whether it's a guest room combo you are looking for or if the baby will be sharing a room with a sibling. If it's a guest room, decorate more for the baby, it will be his/her room longer.
Pastel paint is cheap - use masking tape to make pattern, such as stripes up to chair rail height, and then paint over the tape. When dry, pull the tape off to reveal the pattern. Paint a chair rail molding, and hang it up. Add a crib, changing table, dresser decorated with baby items, and a rocker. Now a few baby books for bedtime stories, and a colorful mobile, and you are all set. Decorate the walls with inexpensive dept. store posters of children's characters (Sesame Street, Disney, Pooh, etc), or just go to a hobby/craft store and buy the large foam letters of the name of your choice, paint in bright paint, and hang on a wall.
