Dodgy Stairs (UK)?

My partner has bought a 2 bed terrace the bathroom is downstairs through the kitchen (I don't like that but hey it aint mine lol)
The thing I am concerned about is the stairs. They are very steep and uneven and when he took me to see it at weekend I got to the top and there is no banister! I had a panic attack as it was like looking down a sheer drop (i have a phobia of heights and vertigo) and he had to help me down as i was bout to go down them on my backside! The builder who owns the property at the minute hasnt even fitted the carpet properly to them which in my view is dangerous. Same in the kitchen he hasnt even fitted the lino to the floor and i tripped up.
My question is how easy is it to redo the stairs or make them safer, apart from fitting a banister to the wall? Otherwise I will be kipping on the sofa when he moves in...

Bannister - easy fit £20 from Wickes including brackets.
Carpet - easy fix - Wickes Spray Carpet Glue - £5.00 - Lift carpet and spray glue to rear of carpet - push firmly into place and continue down the stair well until you get to the bottom - allow glue to dry - about 20 mins and then should be fine.
Lino in kitchen - if the floor is clean and level - the spray glue can be used on this as well.
a brand new staircase with a straight run, custom made and professional fitted by a carpenter, will cost you about £1K.
If you are good at DIY ( sounds not, no offence ) then you can do the job yourself for £300
£1k is nothing in the scheme of things, BUT i'd question the overall standard of the builders work as you seem to be able to spot many faults with just a brief visit.
If you buy it, i'd get the builder to sign up to fixing a niggles list, and keep back 10k or something until its done
