Depends on what you consider not too expensive! You can find some great tea sets at antique shops anywhere from $20 to $2000. I picked up a really cute floral pattern tea set (4 cups, saucers, creamer, sugar, tea pot) for my niece to have tea parties, paid $35 at a resale shop.

make a day of it. i''m not sure where you live, but the best places to start are antique shops. i think they are fairly inexpensive places to start. also, at some thrift stores people are practically giving the things away.
