The fastest splashiest things I know about are:
crepe paper streamers - they come in rolls and you twist them and secure them on both ends to walls or woodwork ... or whatever you wish
balloons ... even the ordinary ones which you blow up yourself are pretty and can be taped to surfaces or hung in bunches from the ceiling ...
so the idea is to choose your colors ...
I'm sorry: I read the colored paper note too fast:
for that you can cut out big letters saying "Happy Anniversary: and hang them up either taping them onto the wall or taping them to string ...
of you can make paper chains ... but not the boring old ones that are just interlinked circles ... you could cut out long strips and then glue them together in X's which interlink ... do about 5 links in white then one in green .. 5 more white ...
candy: line bowls with pretty napkins and fill them with candies..
little bowls full of flowers

*look under Paper Products & Stationery then click on "Garlands" ..
you might get some ideas there .. and if you find a little cash, maybe you can buy a lantern or two! (under "Lamps & Room Dividers")
("Chinese New Year" has all sorts of trinkets to hang up . very festive!)
1] colored paper - cut out BIG letters of - HAPPY ANNIVERSARY!
2] make toilet tissue 'streamers'
3] make a centerpice of:
big bowl of fruit or flowers
candles
put a pretty napkin diagonally underneath
cut out tiny aluminum foil or cupcake line hearts, etc., to sprinkle on the table
4] make them dinner so they can just put it in the oven
5] make sure house is clean
