If your basement is dry (always!) you can lay whatever carpet you want. However, since every basement has the potential for dampness, I would go with an indoor/outdoor carpet. Better yet, paint the floor and use large area rugs that can be taken out to clean and especially dry in the event they get wet.
We put indoor/outdoor carpet in a room in our current basement and when it flooded do to A LOT of rain, we still had a mold problem with it, even after it had been cleaned. That is why I suggested painting the floor and adding area rugs.

I did this in my basement and it is a good choice. I used Torlys cork, but there are others. It goes down fairly easily (it comes in interlocking pieces), and it is a good insulator so the floor is never cold. It looks good, and you can lay an area carpet over it if you want to for accent.
If your basement gets water in it, use indoor/outdoor..If your basement stays dry, I would install a medium berber carpet. It will last a long time and will be more comfortable than the indoor/outdoor carpet.
it really depends on two factors, 1) is the basement dry? if it isn't, You'd probably do better with the "paint and removable rug" idea. if it is dry, you can do pretty much whatever you want, which leads me to my next point. 2) what comfort level are you looking for? if the basement is going to be used as extra living space, you can use any type of carpet you will be comfortable on, stretched over a good pad. If it will have more of a game room or utility room use, a good level-loop carpet, direct glued to the floor would work well and hold up well to traffic.
