I am a a painting contractor and I am pretty sure it is a condition called surfactant leeching, under certian conditions , like humid or warm ,or poorly ventilated areas chemichals in the paint called surfactants get pulled to the surface. I also bet you used a flat paint, to fix it ,you can kilz the walls, but there is no gaurentee the new coat of paint wont leech as well. The best way to fix it is to re paint those rooms ,in an egshell ,satin or semi gloss , the higher sheen paints do not leech.
Yes primer ! Always primer !
Use sand paper first to break the shine if it is glossy or siemi gloss paint. then primer.
Don't understand the soda thing but if you didn't use primer in living room then it could be the old paint leaching through. You should of used primer there also.
Got to the paint store and ask them about a good primer, not the cheep stuff.
Also buy a sanding pole, will make it easyer to sand the old paint just enough to break the shine.
Good luck !
Soda pop is notorious for bleeding through paint. The one sure fire way to get rid of it is by using an oil-based spray can of "Kills," which can be found at your local Home Depot or Lowe's.
It is a great primer and will stop any future bleed through.
