Who are hse - if by HSE you mean Health and Safety Executive - of course you can remove Artex from a wall - why would they want to know


Be very careful as some artex can be hazardous to your health, (older artex has asbestos in it. i think if it was produced before 1987)
If it's your own house yes, if your renting then you'll probably need permission from your landlord, or council.
You should be able to remove with a steamer, this will dampen it and keep the dust down.

your opening a can of worms you have got no idea whats beneath it you may have to re-plaster as well but yes you can remove it malcom c works for a housing trust they are over cautious about everything there would need to be risk assessment if he wants to go to the toilet
