Clean with a sugar soap solution but not just once. wash n rinse until the wall isn't slippery (paste residue) when wet.

Get hold of a steamer.
Hot soapy water a spoung and elbow grease. Its the way i got the gluey stuff off
Sugar soap - its a pain in the bum job though.
wipe down the walls with a sugar soap wash costs about 99p for a bag from wilkos.
you should first wash the walls down in sugar soap solution then give the a light sanding.
Buy some sugar soap and use this to prep your walls
Give the wall a wash down with sugar and warm water come of like a treat me grandad told me that 1..
Basically what everyone before me said, and you could try a paint scraper.
I just did this over the weekend, put liquid fabric softner into a bucket and add some water. You will want it to be mostly fabric softner and less water. It worked great, pealed right off, and where it didnt I just ran a putty knife over it and it slid right off. I suppose hot soapy water would work too, but this is what I used and it worked great AND made the room smell really good!
Good soaking (use a floor mop) of sugar soap, then a BATTERY operated sander with one of those green scouring pads to get it moving. rinse off and use a window cleaning rubber blade to get thhe gunge off.
you can buy sugar soap but i found washing up liquid just a little in hot water works
