They do not charge by color, but by brand name. Use Walmarts brand, and choose any color you like.
I presume a premixed white would be the cheapest.
Stores don't charge by what color they mix, they charge by what brand and base paint you're using.
The cheapest would be anything in the "goofs" bin at the paint store. They'll sell a gallon of paint that has been returned or rejected as the wrong custom mix color for as little as $5 a gallon. Get several of a similar color and mix them together for large projects.

Color doesnt affect the cost of your paint, the quality of the paint does. If you get paint at a place like wal-mart or somewhere that sells everything under the sun its going to be cheaper but really crappy paint and it will look like it on your walls too.
Any reputable paint store will not charge you to mix a color of paint.

Goof paint at HOme Depot or Lowe's. $5 a gallon. Go on Suanday evening or Monday morning, when they have the most of it. People do home improvements on the weekends and that is when there is more of it to choose from.
Check the finish (gloss, semi, eggshell, flat) before you mix them. Flat is always cheaper than other finishes.
