Can masonry paint be painted over hammerite?

no...silicone is an ingredient in hammerite paint and it will make paint seperate into loads of patches
No becuase masonary paint is water and silicone based, hammerite is oil based, the latter would not take on top of the former. You could do it the other way round. Your other option, if you want a specific colour, is buy white, plain hammerite and get a large chain DIY store with a paint mixing service to make the white hammerite into your desired colur with their special paint matching and mixing machines. Idid this with some outdoor gloss, I had some masonary paint made up from a tin of white, the same colour as the gloss. It doesn't cost much and both Homebase and BandQ do this service.
yes. sand it paint with oil primer and paint with oil paint.
