I'm not sure but we had a bluish stain ring in our toilet. It wouldn't come out with the typical bowl cleaners, so I use a potscrubber and cleanser. I was guessing that it might be copper in the water.

sounds like copper oxide. i think if your water is extremely acidic, it will leach the copper out of pipes. i do like the smurf thing better though.
How to Remove Blue Toilet Stains

Steps
Get the bleach tablets instead of the blue ones. The water in the tank will flow in the same pattern as the blue water did and the bleach may remove the blue stain.
If the above doesn't work you can try the following.
Get a product made for scrubbing sinks and tubs ( Comet for example).
Get a scrub sponge.
Open the back of the toilet and flush.
Prop up the float with something to hold it up and keep the valve closed so the toilet won't refill.
Sprinkle the scrubbing powder into the bowl and use the scrubbing sponge to scrub the stain.
Remove the prop from the float valve, let the toilet refill and then flush again.
