I have a print that is 40 inches long, and 30 inches high. What size frame do I need?

I used to do custom framing for a living, and sometimes teach it on occasion. If you just want to flat out frame it, then you need a frame that is 30x40. If you wanted to put a mat around it also, then of course you'd need something larger than that, which could mean a custom job.
One that is 40 inches long and 30 inches high. You could actually get one 40 inches high and 30 inches long and rotate it 90 degrees.The area you need is 1200 but it would have to by rectangular, in fact, the hyponenuse of the triangle (going diagonal corner to corner) would be 50 inches.

40" x 30" unless you would like to mat it then you will need the frame to be about 44 x 34 to make it a nice 2" border all the way around
