When building a house what is the best noise insulator (from outdoor noise)? vinyl, brick, hardiplank other?

brick would be the best but cost the most hardiplank might work cuz it fairly dense vinyl siding is to thin to keep out the noise but you can put noise reducing foam up under it

Adding plastaphom sheathing before fiber glass in wall insulation.Or use aluminum covered insulation material .
When you frame it, do 2x6 walls instead on 2x4 walls. This way you can put thicker insulation in the walls which will make a big difference.
2X6 framing with blown foam insulation
increase the framing, put foam insulation, then brick would be a great insulator too.
