Around 36" for a dining room, you may need to increase the distance if the fixture is large say over 36' itself. in that case the fixture should be around 48'


I don't think there is an average distance because every ceiling height, and chandelier chain is different, but I would say that as long as you're not bumping your head on it when you stand up, or having to duck when you sit down, you're fine.
The average height is 36" from the top of the table to the bottom of the light fixture. You can get a light that can be adjusted to be higher or lower to maximize your options.
