California Tenat laws?

Question:Does anyone know if there are any laws on the flooring in California rentals. We are in a duplex and the carpet is so old that the tacks are sticking up thtough the padding and carpeting. I have a 9 month old son and a 5 year old daughter who are stabbing themselves (so are my husband and I). The landlord came out and tried to streach the carpet, but the carpet and padding are just too thin. Anyway.. are there any laws stating that the owner has to replace it at a certain time/condition? Where can I find that info without having to call an attorney or buy a book?

Answers:
Check with your local health department. It sounds like your carpet could be a health hazzard if it's in such bad shape.
