When replacing carpet on a cement floor, do I have to remove the old glue?

If the old glue is peeling up, you need to remove the loose bits. If it comes up easily with a scraper you should go ahead and take it all up. Most likely it is stuck quite well to the floor.
In this case there is absolutely no need whatsoever to remove it. I do this ALL THE TIME. Make sure there are no large bumps or lumps, remove anything that's loose, and glue down the new carpet.
You will have no problems and will save yourself a lot of grief.

yes, you should.if you want a smooth floor...use muriatic acid to remove the glue but wear gloves and eye protection and do it in a well ventilated area...good luck
This would depend if you are installing a pad underneath the carpet. If so then there is no need to remove all of the glue. If not then you need to remove only the spots that will not allow the carpet to lie flat.
