A panel is each curtain or drapery section. Example: a large window may take 4 or 6 panels of to cover it properly where a narrow window may take only 2. Draperies are pleated at the top and go into slider rods where you pull the cords to make them open and close. Curtains usually have a casing at the top to insert the rod through, that or loops of fabric or rings. Either draperies or curtains may be lined or unlined. That preference is determined by the fabric type, the room they are in, the style of them, the use of the room, etc.
Regular curtains usually are lined and have gathering/pleating on the top. Panels are plain with a hem at the top.
