What is the best/easiest way to remove a "popcorn" ceiling? Probably 3 coats of paint on it.?

You probably need to get a nice scraper, at least 6" and hand scrape it. Then, don't use plaster. Use durabond to make it smooth, make sure you take your time, then sand it when you are done. Get a pole sander, so you don't hurt your back with all of that sanding. Wait until that dries and then prime and paint.
it's easiest to remove it and re-sheetrock, but if you must.. there's a spray at Home Depot/Lowes/Wal-mart, all home improvement places that you spray on, and it goops it up so you can scrape with a putty knife, but you have to be super-clean about it and cover EVERYTHING around, or the mess is just as bad as flaking it off. then you can just skim-coat plaster or lightweight joint compound, but you'll have a lot of sanding to do.
A garden sprayer with warm water. Spray the entire ceiling and let it set a few minutes. Then scrape with a 10 or 12" sheetrock blade. Skim with joint compound after. probably gonna take a few skim coats and quite a bit of sanding to get it to a flat ceiling.
There is no 'easy' way to remove a popcorn ceiling. I,as was previously suggested,recovered the ceiling with 1/4" sheetrock. also a big job, but actually much faster and cleaner. only thing is, I had 9' ceilings, and was able to reframe, losing approx 2" in height, I also needed to add crown moulding to hide the mechanics.
