i agree with above sand blasting is the best option but its dirty noisy and expensive but will get the best results you need a professional for this and the hire of scaffolding and it wont get all the paint like near windows behind pipes etc
sand blasting, no doubt, is probably the most effective, but you could also try powerwashing it with a high pressure, pressure washer! Try it in an inconspicuous area first and see how well it does, warning, this is a "Dirty Job" and be careful around woodwork such as windows and door frames! Good luck!
yes... if the "I" means you doing it, hire a tower scaffold, then use a pressure washer sand blaster, then re-point. Maybe a plan to use paint stripper first, then pressure wash, then sand-blast

It all depends on the brick. If you have a LBC brick or something softish like a concrete brick then you will damage the brick somewhat terrible and will regret it, If the Brick has a defect in it then, it could crack and break.
Also depending on the mortar used, the whole house would need repointing - lengthy process as it will need to be done properly.
Otherwise sandblasting is a good idea but will not neccessarily work, It would be worth getting a professional in and asking their advice.
