Answers:
Add some toole and rose petals, sprinkle the petals all over the table for color.

What kind of reception is it for? A wedding reception?

How about using a lace table cloth? You could sprinkle some flower petals (you could use real, or you can buy fake flower petals in a bag) and lay a couple strands of fake pearls. You could fill a punch bowl with water and put some floating candles in it.

You don't really have to follow any rules - just try to be creative.
It depends on how fancy the cake is, and how formal the event. I think a well decorated cake needs very little in the way of decorations surrounding it, because the cake itself is the focal point.

Your netting could be used over a nice linen tablecloth, sort of scrunched up with some little white christmas lights randomly surrounding the cake, under the netting but on top of the cloth. The ribbons could be placed over the netting to be under the cake, and down the sides of the table, just casually. A centerpiece isn't necessary, since the cake itself is a centerpiece.

If your cake is really plain, maybe have the florist do a little bouquet to go on top of it with some ribbons trailing down the sides.
