How do you find the blueprints for a old building?

At the local building department, probably.
the only way is by original owners relatives, city records if there are any or if you can find out who built it, depending on how old it is, who the builder was and then find out if the building company is still in existence or if family or relatives are still alive. You didnt give much info so its hard to answer your question.
If it is a commercial building, chances are there have been building permits or zoning variences issued for it over the years. This would have required architectural drawings, site plans, etc. that would probably be on file at your city permits dept., or city planning / zoning dept. If it has a historical designation by the city, it could be in your city archives as well. You need signed permission by the present owner ( if it's not yours ) for them to issue you a set, and there will be a cost involved for the reproduction of the drawings.
If it is a residential building, you may again find them at your city building permits dept. if there was any renovations that required submitting plans, or again if it is a significant historical residence it may be in the archives. If it has always been a private residence, or changed owners often, you may have difficulty with the paper trail as it is fairly uncommon for homeowners to keep or pass on records like these.
