How do you hang picture frames on a wall thats cement? im in a rental and having an incredibly difficult time!

use a wood or plastic plug

with a rental property I would use a 3M Command strips, no damage to the walls
You have to drill a hole then use one of those plastic things that go on the back a screw nail thing... Im a girl I cant know what those things are called
