Personal dilemma...My friend's husband and father-in-law are in the construction business & rip off...?
Question:their customers. They consistently over estimate supplies for projects and take them for their own remodeling projects at their houses. It's not just nails. It's sheetrock, insulation, paint & primer, ceramic tiles, wiring, boards, shingles, fixtures, and even rock for decorative foundations. Who can this be reported to? They seldom get in-town jobs because word has gotten around but they're due for a few really big $$ jobs out of town and those people are going to be tagged & ripped off.

I am A paint contractor for years now..and You ALWAYS figure in a little over on the materials..but not enough to do other whole jobs..we are not into the buisness to take a loss..However I usually once i figure up material cost, only add 10% in case of accidental mis figuring..this is nominal with all contractors...any left overs are yours to keep..excepting leaving a gallon of each color to the homeowners.Now if the estimates are done to where the consumer is paying for the material..which is a "labor only" bid..then ALL materials belong to the consumer...it seems though as these people are doing substandard workmanship locally for no one wants to hire them..the better buisness bureau is a nice place to begin...also local code enforcement , if they are not doing jobs properly by code...IF THEY ARE NOT PAYING FOR THE SUPPLIES A LABOR AND MATERIAL BID..THEY ARE RIPPING THE CONSUMERS OFF.. this is called stealing, it belongs to the customer!
This may be a question best asked at the city or states attorney's office. They will probably be able to pursue your lead and find a way to get in touch with some of the customers who've been ripped off.
If someone was to drop a dime to the IRS it probably wouldn't be a bad idea either.
