You've had a lot of good suggestions. Light dimmers are a must and not hard to install. If you can't do it and can't afford to hire someone, check out you local trade school, they'll do it for the experience.
Here are six simple ways to bring that cozy feeling into your home:

Add warm layers to sofas and chairs by way of throws, add attractive runners to visually warm tabletops and layer hooked or Oriental-style rugs on the wooden floors.
Down comforter in cotton and colorful panels of fabric to the windows over your sheers.
Rearrange your furniture away from drafts and cold window areas, drawing a sofa or table up to the hearth if you have one. If not, candles bring that cozy fire glow to a room.
Stack the books you've been meaning to read on the coffee or side table.
Placing small votive candles in salvaged martini glasses all around your kitchen (add a bit of water to the bottom so the glass won't crack) helps to dissipate unwanted cooking odors.
And borrow from nature, gather bouquets of flowers, leaves, and pinecones. These decorations change with the season.

If you can paint the walls, paint them a semi dark color. Follow by darker type furniture. Make sure you place comfortable natural paintings, pictures etc on the walls. Dark green plants will "round" out the room and "remove" the corners.
Soft fabrics; pillows; candles; throws on the sofa and chairs; throw rugs. The less clutter the better. Less is more.
Plants and books/magazines are my favorite for making a place look cozy. I also like throws on chairs and sofas (not both).
i think the best way in making a place look cozy is to add an ascent wall with your favorite color. go wild in which color you choose. it will feel cozy and much more trust me. i redecorated some parts of my house and it came out beautiful.

best of luck. ttyl :D
Light colors, thin or sheer curtains, votives or candles as accents, lamps for lighting, and a small throw rug.
I would say fabrics, pictures of family, books, and flowers.
I think smell plays an important role. Find some good scented candles. If you are not allowed to burn candles in your apartment you can purchase candle warmers for a couple of dollars at Wal-Mart. Also, lighting plays an important role. If it is too bright throw a see-through or thing piece of fabric over the lamp shade. Also keep magazines and books out on a shelf. Keep some interesting artifacts out also if you have any for a conversation peice.
Family photos and objects you have collected that say something about who you are.

Deeper tone paint also helps the coziness.
Low light...40 watt or less light bulbs.
The biggest impact will come from paint. Choose a color you like. My suggestion is a warm neutral that will go with anything. Then add curtains, a couple of pictures on the walls, a FEW pillows, couple of rugs, 2 lamps a small plant and a big plant. If it is a small space, you don't want to clutter it by putting too much in. So choose your pieces carefully and make sure they mean something to YOU and make you feel comfortable, serene, safe, cozy and relaxed.

Viola! Cozy apartment!
