There's no definitive answer on which is better for you.
A steam room is hot and--you guessed it!--steamy. It can be great for your sinuses or congestion in the lungs. You'll perspire heavily.
A sauna is dry heat, often hotter than a steam room. You'll perspire, but it will dry somewhat from the heat. Many saunas have hot rocks and a bucket with a ladle, so you can add moisture to the room by tossing water on the rocks.
Don't stay in either one for more than 15 - 20 minutes, and avoid them if you have a heart condition, high blood pressure, or are pregnant.

A steam room definitely has steam in it, a sauna does not necessarily have steam it could be just heat.
