Ew, no. You'll waste time and money. Plus it won't adhere properly to the ceramic.
Other options: buy a fiberglass panel through a big box store.
Find a cutlured marble dealer in you area to create panels that'll be made to your size.
no, the vinyl adhesive won't stick once it gets wet. you need to either clean the ceramic tile or start over. you can paint ceramic tile though. go to the paint department at home depot or lowes and tell them what you want to do.
If you put it 'over' you'll need to ruff up the ceramic, if you do a fresh start, why use vinyl?
Put in an inexpensive wall sheet stall. Lowe's or Home depot,
expecially early in the a.m. under $80.00. . . easy clean up, lasts for years. . . . (I say early a.m. because that is when they put out the little scratch and dents. . . cheaper yet.) did 2 bathrooms this way, and no one every saw the little marks but me..

no even though the tiles themselves are water proof the spaces between them are not and will allow water underneath the tiles which if the adhesive does stay you will create a place for mold to grow which isn't healthy there is no quick fix for a bad bathroom tile
Add a gorgeous tile mural onto the existing tile-- Any image can be transferred-- will look like hand painted but is low cost and will be a focal point to the bathroom
