Made to measure is usually where your curtains are made by a professional usually hand finished and excellent quality but you will have to pay for it. Some of the larger companies do made to measure put usually are of lower standard than a professional curtain maker and will be run up on a sewing machine. Most of the other shops like Argos or the ready mades on the shelf in say Debenhams will just be made to set sizes you will have to pick the size that's closest this would be the cheapest option. Best bet for made to measure is look in your local for advertisements or go to the smaller shops.

some charity shops also sell ready made curtains, you may have to alter it a bit. there was a shop in kilburn with loads of read made curtains. also wait until sale time, the price is always reduced. when I went to holiday in karachi I took the measurement and get them made, but I have my 2 children so I was able to bring it.
Try domestications.com. Buy wider/longer than you need then take to local tailor and have sized for your windows. Custom look without custom price.
You might want to check out Lowe's store. I recently bought a 300K house and did not like the curtains that were custom made that were already inside it. After checking the catalogs and stores I found the perfect curtains at a store that sells home goods . I live in the South --I hope you have a Lowe's where you are located because they carry such good quality curtains at a very reasonable price--These were made from waverly (the best) fabrics and fit perfect on my windows. The styles are really up there also. I found that these curtains were better than custom made and much, much cheaper than having them made by a decorator. Good Luck to you!

It would depend where you live. But most good stores that sell curtain material offer a making up service. It may be a good idea to look in your local Thompsons Directory or Yellow Pages. 'Cheap' is subjective, so you would have to make up your own mind about whether you think that the services offerred are good value or not.
