The Company Store (The companystore.com) has tons of cute seaside sheets, rugs, pillows etc. Pottery Barn also has some sea themes items (resin coral etc). I would use a nice clean glossy white and a clear Mediterranean ocean blue. Paint one wall with blue & white awning stripes (like a beach hut) and get coordinating fabric for bed curtains & window curtains (for cheap ones use sheets). Fill a big glass jar with white sand & shells. You can also get those clear lamps that you can fill with things--like shells. Try going on line & looking up sea shell shops for cheap shells, as well as craft shops like Michael's. Put those narrow white shelves on the walls and display starfish & pictures of friends & momentos in beachy frames (paint & glue on shells) or shadow boxes. Store things or use as a trash can a beach bucket (pail) that you can get in the kids area at Target etc.

For decorations, try the party supply stores or craft stores. The items will be a lot less expensive. Try to find an old surfboard (broken would be okay) to use as a head board or wall art. I would paint the room a neutral color such as light sand or light blue and use the decorations to add the color. A plain colored bedspread with cute beach theme pillows would look really good.

If you have plenty of $$, try pottery barn teen. They have tons of beach theme stuff! http://www.pbteen.com/?bnrid=3770101&cm_...
If you want a beach theme, think beach colors: a sandy, creamy beige (for carpet, perhaps?), a clear, sky blue for walls. Shells are excellent for decorating. There are lots of pictures and accessories around with palm trees. I've seen prints, bedding, lamps, candle holders, accent rugs, etc. I think Wal-Mart has some shell potpourri. You could set some baskets or bowl around the room.

For a fresh, young look, how about flip-flops? (I've seen accessories in this motif, as well). Set some straw totes around, and/or put up a few straw hats for wall decor. You could even hang up some cute flip-flops on the wall along with your straw pieces.
You could even improvise a window treatment with a colorful beach towel or two.

I think I would go with neutral colors for flooring, walls, and window treatment, and bring in the beach via accessories. You may tire of the decor, especially in the winter months. If you use seasonal decor that you can change out, I think you'll be happier with the versatility.
