Try sanding first and use a heavy duty primer like XIM.
Kiltz or sanding.
Lightly sand it and then use a latex primer.
Sand the oil paint to create a surface the new paint can stick to, or else prime with Bin or Killz.
I would definitely prime the walls first. If you're spending the time and money to paint, might as well assure a beautiful finish that will stay put. You have to wash whatever your painting if its excessively dirty,then you should use a good primer.A good paint dealer can steer you in the right direction.
