Question:Can hardwood parquet wood floors be sanded and restained?

Depends. Many of them are perfectly suited for a resand and finish. But, there are a few that are specially treated so that you don't have to resand them. These are impregnated with finish and if you try to refinish them the polyurethane you use on them will peel or alligator on you. They are also hard to tell from ordinary parquet.
There are also other factors to consider. Like if the floor has ever been waxed, or had Murphey's Oil or Pine Sol on them. These things prohibit the finish from adhering just like the impregnation above. These substances tend to remain in the cracks between the wood pieces and the wood grain, so even if the floors are sanded enough remains to prevent adhesion. Not only that but if your adhesive holding down the tiles is dried out the sanding machines will tear them up and ruin the floor.
Bottom line is you will need an EXPERIENCED professional to come and look at the floors to let you know what they can offer you. The cheapest person is not usually the best in the floor finishing business.

If you mean sanded to bare wood and refinished/re stained, the answer is yes, but it is very expensive to do right.
Wood flooring is always sanded in the direction of the grain (or at most a few degrees within that direction).
It is impossible to sand a parquet floor without cutting across the grain.
When that happens, sander lines are cut into the wood and the minute you put finish on the floor, they will become very apparent. You can try using a random orbit sander to "final" sand the floor but it will take forever. I use a $6500 Lagler Trio sander/buffer to refinish parquet. They are easy to use but probably impossible to find for rent.
