No. More often than not, new construction will not paint textured ceilings. Painting is best, though, to allow cleaning and prevent yellowing over time. If you choose to paint, use a 3/4" nap roller. Home Depot and Lowe's sell color-changing ceiling paint so you can see where you are painting; it changes from pink/purple during application to flat white and cost about $17 a gallon.

Yes! You have to "seal" the textured material, as its in its "raw" state.
You can use either latex or enamel to seal it.
But, remember this, if you use "mud" or joint compound, then you used the "wrong stuff" as it will simply "wipe clean" when you try to wash the silly thing! (I had renters who did this, an I told them it wouldnt work, and they didnt believe me, and I almost laughted out loud when they told me later that when they went to wash it, it went "smooth"! :)
Use the approved compound.
Now, if you have any type of allergies, or lung disease, its best NOT to have a textured ceiling! This texture ceiling traps mold, and mildew and all kinds of dust so that its a hazard to any one with lung disease. (You dont know how many have been taken down because of this!).
